Emirates Council for Food Security
The Emirates Council for Food Security was established by Cabinet in 2019 to strengthen the efforts of national authorities on food security and to deliver the goals of the National Food Security Strategy.
Institutional set-up and structure
Established by the Cabinet in 2019 and chaired by the Minister of State for Food Security, whose portfolio sits within the Ministry of Environment and Climate Change. The Council submits periodic reports to the Cabinet on the progress of initiatives and projects.
Mandate and decision-making power
Its mandate is to strengthen the efforts of national authorities towards food security and to meet the goals of the National Food Security Strategy. Its scope includes monitoring implementation of the Strategy, proposing regulations, legislation and policies on food security, revising food legislation, building food security databases, studying food security risks, reporting periodically to Cabinet, and monitoring the Global Food Security Index and related programmes.
The Council is tasked with the following roles (building blocks):
Agenda setting: deciding on goals and strategic priorities
Policy formulation and decision making: developing policies for consideration by the relevant authorities
Monitoring and evaluation: tracking progress, evaluating and reporting
Who is involved
Government: economy; environment and climate change; energy and industry; health and community protection; education; and the national authority for emergency, crisis and disaster management
Non-state actors are not members.
