The National Food Committee
Thailand's National Food Committee, established by act of parliament in 2008, is the main mechanism for developing national strategy and policy on food quality, safety, security and education, which it proposes to Cabinet for approval.
Institutional set-up and structure
Established under the National Food Committee Act 2008 and chaired by the Prime Minister. Cabinet appoints seven independent experts with at least ten years' standing in food quality, safety, security, education, law or related fields. The secretariat of the Food and Drug Administration serves as assistant secretary, with the director of the national bureau of agricultural commodity and food standards as joint secretary.
Mandate and decision-making power
The Committee's powers and duties include proposing policies and strategies on food quality, food safety, food security and food education, together with emergency plans and a food alert system, to Cabinet for approval and assignment to responsible agencies; promoting the continuing development of such policies with the participation of all sectors involved; and providing opinions and recommendations on related matters.
The Committee is tasked with the following roles (building blocks):
Agenda setting: deciding on goals and strategic priorities
Policy formulation and decision making: providing technical advice; coordinating policy development; developing policies for consideration by the relevant authorities
Who is involved
Government: the Prime Minister's Office; defence; finance; foreign affairs; social development and human security; agriculture and cooperatives; commerce; interior; science and technology; education; public health; and industry
State secretariats: the national economic and social development board, the national security council, the consumer protection board, and the national health committee
Independent experts: seven appointed by Cabinet
