The Food Security Committee
Qatar's Food Security Committee was established in 2017 to follow up implementation of food security policies across the public and private sectors, reporting periodically to the Council of Ministers.
Institutional set-up and structure
Established by Prime Ministerial Decision No. 22 of 2017, the Committee brings together ministries and other bodies involved in food security initiatives. Its chair submits periodic reports to the Council of Ministers, and decisions and actions required to implement food security initiatives are published through the appropriate channels.
Mandate and decision-making power
Its mandate covers proposing food security policies and the plans, programmes and projects needed to achieve them; coordinating the activities of bodies working on food security in both the public and private sectors; proposing the support required; and following up implementation. Its tasks include monitoring and evaluating the progress of food security projects, ensuring the resources and support those projects need, and recommending improvements to food security policy.
The Committee is tasked with the following roles (building blocks):
Agenda setting: deciding on goals and strategic priorities
Policy formulation and decision making: developing policies for consideration by the relevant authorities
Implementation: coordinating policy and programme delivery; coordinating financial resources and the budget
Monitoring and evaluation: tracking progress, evaluating and reporting
Who is involved
Government: finance; trade and economy; municipal environment; and industry and trade
Private sector: the chamber of commerce, alongside other bodies involved in food security initiatives
