Headquarters for Stable Food Supply and Strengthening the Foundations of the Agriculture, Forestry and Fisheries Industries
Japan convenes a cabinet-level headquarters, chaired by the Prime Minister, to consider measures for a stable food supply and for strengthening agriculture, forestry and fisheries. It brings the full ministerial cabinet into one forum.
Institutional set-up and structure
Established by cabinet decision in 2015, the Headquarters is chaired by the Prime Minister, with the Chief Cabinet Secretary and the Minister of Agriculture, Forestry and Fisheries as deputies. General affairs are managed by the Cabinet Secretariat with the cooperation of the agriculture ministry and other administrative agencies. The chair may request other parties to attend where necessary.
Mandate and decision-making power
Its purpose is the comprehensive consideration of measures to ensure a stable food supply and strengthen the foundations of agriculture, forestry and fisheries. This includes promoting smart agriculture, forestry and fisheries, promoting exports of agricultural, forestry and fishery products and foods, developing these sectors as growth industries through greening, and strengthening food security, so that the sectors and the regions they sustain continue to develop.
The Headquarters is tasked with the following roles (building blocks):
Agenda setting: deciding on goals and strategic priorities
Policy formulation and decision making: coordinating policy development; deciding and enacting policies
Who is involved
Government: the Prime Minister as chief, with the ministers for agriculture, forestry and fisheries; internal affairs and communications; justice; foreign affairs; finance; education, culture, sports, science and technology; health, labour and welfare; economy, trade and industry; land, infrastructure, transport and tourism; and the environment, alongside ministers of state for economic policy
Non-state actors are not members.
